Gloucestershire HIV Support and Prevention Service Tendering Evaluation

Provided indépendant expert evaluation of submitted tenders.

Provided indépendant expert evaluation of submitted tenders.

The prevention of Human Immunodeficiency Virus (HIV), an infection which can lead to Acquired Immunodeficiency Syndrome (AIDS) and has been a long term priority within the United Kingdom, significantly reinforced in 2012 through its inclusion in the current Public Health Outcome Framework (PHOF).

The 2013 Framework for Sexual Health Improvement policy document, published by the Coalition Government, further raised the importance of increased testing, prevention and the care of people living with HIV (PLWHIV).  Highlighting that the provision of high quality treatment for HIV, when diagnosed early, means that most PLWHIV can expect near normal life expectancy.

The Health and Social Care Bill 2012 brought together for the first time the responsibility of both prevention and testing services with the provision of social care and support for carers.

The purpose of this tendered Service was to support delivery of the Council’s and their partners’ improved outcomes for Sexual Health and Carers in Gloucestershire.

The areas for improved outcomes are identified in the Joint Gloucestershire County Council and NHSG Carers Commissioning Strategy 2013-2016 and the Gloucestershire Sexual Health Strategy 2012 to 2017.

Rapid HIV Needs Assessment of the population of Bath and North East Somerset

Conducted a county wide HIV needs assessment.

Conducted a county wide HIV needs assessment.

Nudge was commissioned through a collaboration of Bath & North East Somerset Council and NHS Bath and North East Somerset Primary Care Trust (PCT) to undertake a rapid HIV needs assessment of Bath and North East Somerset (BANES) residents.

Rapid needs assessments are a diagnostic process that do not generate new data, but rather collate and synthesise intelligence already available; then through a gap analysis, key recommendations are made. The rapid needs assessment process used in this project was a well-established methodology that has been widely accepted and used to gather data to inform the commissioning and delivery of services.

Transition preparedness: Improving HIV Outcomes in the South West of England

Worked across the South West with the Office for Sexual Health.

Worked across the South West with the Office for Sexual Health.

The Office for Sexual Health supported a number of pieces of work under the auspices of the Improving HIV Outcomes Programme. Much of this work built upon strong foundations made by colleagues across London.

A steering group was established to oversee the activity under Improving HIV Outcomes and two work streams were established:

1) The care and treatment work stream included mapping commissioning activity (including spend); mapping services; therapeutic tendering; therapeutic policies and clinical guidelines; national service specification; benchmarking Payment by Results (PbR) tariff; clinical outcomes indicators and data and intelligence work.

2) The prevention and access to testing work stream focused on the development of an HIV prevention strategy and considered the development of an approach to increase access to HIV testing and the reporting of late diagnosis with HIV as a serious untoward incident.

Both work streams focused on developing robust transition plans for the proposed changes to the health service that were to impact on HIV prevention, treatment and care.

A Patient and Third Sector (PaTS) Network was established to contribute to the work of both work streams with a robust communication strategy ensuring the involvement and engagement of a broad range of stakeholders from across the programme.
